Show Beautification And City Planning Discussed At Coordinng Council Meet George H. Smeath, planning consultant con-sultant to the Cedar City planning commission and widely recognized specialist in city planning, was principal speaker at the last meeting meet-ing of the Cedar City Coordinating Council, which featured reports from its beautification committee and the city planning commission. The city administrations, both past and present, were paid high tribute by Mr. Smeath, for their vision and, Interest In a long range planning program for Cedar City, and their wholehearted support of the city planning program. "The really worthwhile Joys" of living In the United States lie In the satisfaction and pleasure of life in me smau community, but to en-Joy en-Joy these benefits to the fullest calls for cooperation of the citizenry citi-zenry in developing the city to meet their needs," Mr. Smeath declared. He praised the outstanding Job of leadership being given by members mem-bers of the Cedar City planning commission In their sincere efforts to plan for the orderly future development de-velopment of the community, and described them as simply a "citizen "citi-zen group who are broadly representative repre-sentative of the people of the community." "We must have an overall picture of the whole community to enable them to plan effectively. There must first be order and out of it will come beauty", Mr. Smeath said. "We must first build on paper before be-fore we build on the ground." "Planning must become so extensive ex-tensive as to be a part of the think-in think-in of the whole community, with this thought always In mind, that communities are first of all, places In which to live. We need industry, shopping centers, proper streets, iccreationai racUltles, public buildings, build-ings, and private residences, but they each must be developed from studies related to the total needs of the community," he continued. Explaining that planning Is essentially es-sentially the expression of what a majority of the citizens want their community to be, he urged complete com-plete cooperation of the citizenry In expressing their views, always bearing in mind that final authority on any city development rests with the city council. "No planning, Including that phase known as zoning, is ever done without full opportunity for citizens to express their wishes and views to both the city council and the planning commission," he said. M. J. Uric, new chairman of the Coordinating Council's beautification beautifica-tion committee, was Introduced at the meeting, and expressed the opinion that Cedar City, as a tourist tour-ist center, should make every attempt at-tempt to beautify entrances to the city. He presented plans for a long time beautification program laid down by the council's original committee com-mittee and explained their objectives. objec-tives. Members of the city Planning Commission were introduced by D. I C. Dlx, Commission chairman, who explained some of the fundamcnt- al studies upon which a master plan Is developed, and reported that the commission has completed a comprehensive com-prehensive land use study, a zoning study, and were presently completing complet-ing work on a street pattern for the city. He reported that Mr. Smeath had been employed as consultant con-sultant to the commission on a '. yearly basis lind that he was spending spend-ing at least one full day a month In the city this year. Mr. Dix Introduced Theron Ashcroft, Ash-croft, member of the planning commission, com-mission, and chairman of a special citizens committee on streets and roads, who opened a discussion of preliminary maps and data concerning con-cerning streets. Of special Interest 1 to the group were studies now being carried on by the planning commission com-mission and the state road commission commis-sion relative to location of the proposed pro-posed new super highway to be built through Cedar City sometime some-time within the next five to ten years. Members of the citizens advisory ad-visory committee on streets and roads are Mr. Ashcroft, William R. Thorley, and Elwood Corry of the planning commission, Mayor O. R. Parry, city engineer, Jack Lowman, police chief Otto Fife, fire chief Marlon Grames, county commissioner commis-sioner Charles R. Hunter, Sheridan Fiack. Warrep H. Bulloch, Lehl M. Jones, Wilson N. Lunt, and Durrel W. Corry. Other members of the city planning plan-ning commission, in addition to Mr. Dix, Mr. Ashcroft. Mr. Thorley and Mr. Corry, are Frank Milne, Mrs. George A. Croft and Mrs. Ann J. Gardner. B. Cooley, who announced dates for the Family Life Institute as April 7 and 8, and L. C. Miles, who announced that the Spring Art Exhibit will be held from April 18 to May 2, Insluslve. Willard Lunt. chairman of the Recreation committee, com-mittee, announced that the summer program will be expanded to Include handicraft and several forms of ball games,, and that a series of public dances will be sponsored Immediately Immediate-ly by the committee. Mr. Snow stated that a number of neighboring communities have recently inquired of the council concerning procedure with a viPW toward similar organizations in their own city groups. He also stated stat-ed that the Coordinating Council was given national recognition when an article, requested "by editors of the American Vocational Journal, appeared In the February issue. The article was a description of how this program first came Into existence and of how each of the eight working work-ing committees functions. The council adjourned until April 14 at which time the Safety Committee Com-mittee under chairmanship of P. M. Bethers will be featured In the evening's discussion. |
