The Planning Commission unanimously recommended the school annexation, with that condition attached, at its Sept. 8 meeting. (The recommendation, forwarded to City Council, also said the area should be zoned ROS.) The city said it needs the road to connect Kearns Blvd. with the eastern end of Park Meadows. The school board is reluctant to give up too much valuable property to the city. At their Sept. 7 meeting, the board members suggested the city build part or all of the road on the neighboring property of Dr. D.A. Osguthorpe. Financing should come from nearby subdivisions, they argued. . The commissions's solution, in their motion, was to set the easement one foot away from the eastern boundary of the school parcel. (Osguthorpe at present has a dirt road from his property to Kearns. "We can't say now if he'll develop," said Eskelin.) Said City Attorney Tom Clyde, "I have no qualms about the dan's legality." The school district had no response, pending study of the idea City staff was directed to cooperate with the school district on a plan to construct the road. In discussion, Commissioner Rusty Davidson said he was violently opposed to annexing the parcel unless the road was in it. "I made a promise a long time ago to the people in Park Meadows that the road would be developed," he said. "Maybe this should be the developer's problem more than the school's, though."
