Show - Council dumps garbage hauler By PAUL CHALLIS News Editor BOUNTIFUL The City Council agreed Wednesday to take over garbage service ser-vice for annexed areas of Bountiful on April 1, after a survey showed an overwhelming majority favored the move. Of the surveys returned to city officials, 173 of the 185 wanted to switch over to the city's system and dump Olen Sheriff and Sons, the private contractor of their garbage collection. Nine voted against the change and three others wanted a different alternative. Councilwoman Renee Coon, chairman of the Traffic Safety and Sanitation Committee, hammered out a deal with residents to have the city take over the garbage collection duties. The refuse collected by Bountiful must still be taken to the Bum Plant as the residents are part of the special garbage district mandating it. 'Our recommendation to the council is to have Bountiful take over the garbage collection collec-tion after an overwhelming majority of the surveys wanted it that way ' Coon said. Her committee met Wednesday at 4 p.m. and worked out the deal for the residents. "I would also recommend that the city manager work out the details with Olen Sheriff to make the switch over by April 1 . ' The council voted 4-1 to approve the new garbage deal for the annexed areas of Bountiful Boun-tiful with Councilwoman Barbara Holt voting against the proposal. "I'm not against Bountiful taking the new residents on to our system, I just believe that private contractors should have a chance to bid on it," Holt said. MI look at it as a business busi-ness issue, I think we are moving too fast and not allowing private enterprise to get involved. in-volved. That is the reason I am voting against it" SEE ANNEXED ON PG. 2 I ;:,",' :J Annexed CONTINUED FROM PG.l Coon countered, saying, "I felt that way too until I saw the results of the survey. Now I don't see it as a competitive thing. The homeowners want the service to make them feel more like residents of Bountiful. It's not just the cost" Council men Leslie Foy and John Cushing agreed with Coon that the citizens had spoken and the democratic way should be followed and is an important part of the decision-making process. Councilman Harold Shatter wanted the residents of the newly adopted garbage area to know that if tipping fees at the Bum Plant go up in the future, the city would have to pass on the increase to them. Areas of Bountiful affected by the change are residents living between be-tween 3400 South and 3800 South from 550 West to 375 West; 2600 South and 3100 South from Orchard Or-chard Drive to 625 West and 100 homeowners in the Val Verda area near Bolton Elementary School. Residents requested the change at the Jan. 15 meeting after learning their garbage collection fee would be tripled by 01 en Sheriff and Sons. Davis County is trying to make up $130,000 in lost property-tax revenues and has stopped paying tipping fees for garbage collected after Dec. 31 in unincorporated areas at the Burn Plant Sheriff was forced to increase his costs because of the tipping fe; increases. The adopted proposal calls for residents to pay a pickup fee of $3.25 and disposal fee of $6 for a total of $9.25 to Bountiful. Each resident will receive a 90-gallon garbage can as part of the service. Their garbage will be transported to the Bum Plant aid not disposed in the city-owned landfill. Other Bountiful residents pay $5 for garbage gar-bage service including $3.25 for collection and $ 1 .75 for disposal. According to City Manager Tom Hardy, the earliest the residents can join the automated service is April 1, because it takes two months to order the new 90-gallon cans. |
