In other business Mayor Justin Gray signed a resolution which officially made the town a member of the Five County Association of Governments. The action had been approved by board members sometime earlier. Jess Pickett, a member of the board of directors of the Southwest South-west Utah Cooperative Power Federation, proposed that the town have a public meeting prior to the November election when Enoch residents will have the opportunity to vote on the proposed condemnation of CP National electric properties by the SUCPF. The board took no action at this time. The town board approved the hiring of DeVon Jones as city building inspector. Jones has extensive experience in home contraction and has held several management positions. The town board authorized Board Member Robert Blattner to contact the Iron County School Board and review the status of the site selection committee for a new high school in the area. Board members were concerned that Enoch and Cedar valley residents would not be represented on the committee which will help choose the site for the new high school, proposed to be built in 1984. Members of Enoch's new planning commission were sworn in at the regular town board meeting October I5th. The planning - commission presented recommendations to the town board. ENOCH Ron Car-tright, Car-tright, chairman of the newly appointed Enoch Planning Commission, presented the Enoch Town Board with a list of recommendations of the new commission Oct. 15. The 21 recommendations recom-mendations were presented after the five new commission members were sworn in at the regular town board meeting. The list was put together at a preliminary meeting of the commission com-mission held earlier in the week. Among the suggestions given by Cartright was a recommendation that the town establish a designated business district, suggesting further that such a district be located south of the Matheson Dairy at the intersection of Midvalley Road and Minersville Highway. According to Cartright, the commission heartily recommended that the motif of new businesses in the town be somewhat rustic, thus blending "in with our way of living out here." Another suggestion was that each subdivision have a one-acre park for each 40 acres of land. Explaining the rationale of such a proposal, Cartright .' said, "We've got more kids per capita in this town than nearly anywhere else in southern Utah." Other proposals in cluded a town building for maintenance and office space, a justice-of-the-peace for the town, a requirement that all new subdivsions have curb and gutter, the establishment establish-ment of a volunteer fire department to work with the Iron County Fire Department, the buying of a back hoe and a large truck for the city maintenance workers, and street lights on busy corners. Cartright also suggested that all new improvements and services in the town could be accomplished without raising the taxes of the residents, a comment which raised a few eyebrows, and questions, among the town board members. Cartright explained that much of the needed revenue would be acquired through increased in-creased water revenues, revenues from the justice-of-the-peace, and revenues ? from new building permits. The board ask that Cartright prioritize the list and submit it to the board members at the next meeting. Board members also suggested that perhaps many of the recommendations didn't fall within the scope of the planning commission. The board members agreed that they needed to define . the responsibilities respon-sibilities of the commission. com-mission. In other business, Phil Leslie, president of the Garden Park Water Company, met with the board to discuss the status of the annexation proceedings which would make Garden Park, Spanish Trails and Cottonwood subdivsions part of Enoch. In the process he presented the contract documents and plans for a new water line from Enoch to the three sub-divions, sub-divions, stating that the advertisment for bids for the work should be started as soon as possible. The line is being built in an attempt to solve problems with the water systems of the three subdivisions. All three have what the State Health Department has determined to be unac-ceptably unac-ceptably high levels of nitrates in the water sources. Also Garden Park water has had recent problems with bacteria levels that are unacceptable. Board members also pointed out that the new annexation declaration was being written currently. Once it was finished, there was a question whether the annexation would need to be advertised again or not.
