Show BLAA meet to entertain input on line Prior to preparing an Environmental Assessment of a culinary water pipeline to Ashley Spring, by the Ashley Valley Water and Sewer Improvement District, a public hearing is set by the Bureau of Land Management. The public meeting will be Thursday, April 28, at 1 p.m. in the Bureau of Land Management Office at 170 South 500 East. The proposed pipeline is 24 inches in diameter and construction through BLM land to Ashley Spring from the Chocolate Rock tank is planned for this spring. According to Ed Zeider, Ashley Valley water and Sewer District manager, construction con-struction of the lower portion of the line will be near the location of the proposed treatment plant as Ashley Canyon by next week. The treatment plant, still in the planning plan-ning stage, will use a full treatment process pro-cess to meet State Health regulations for using water either out of Ashley Spring or Ashley Creek. The proposed treatment treat-ment site is on private property at the mouth of Ashley Gorge. The BLM has scheduled the meeting because of the possible impact by the proposal to Ashley Gorge, Ashley Springs, Ashley Creek and water rights in Ashley Creek. Comments have already been received receiv-ed from the Utah Division of Wildlife Resources, U.S. Fish and Wildlife Service Ser-vice and the Bureau of Reclamation concerning con-cerning the line. Vernal City, who already has a water line in Springs, their major source of culinary water, and the Bureau of Reclamation are concerned about the district's proposal because they claim the district has no water rights in the spring. Zeiger said that because of the separation separa-tion agreement the Ashley Valley district has claim to half of Vernal City's water rights in the spring. The Utah Division of Wildlife Resources and the U.S. Fish and Wildlife Services are concerned about the effect the water line would have on stream flows in Ashley Creek below Ashley Springs. Lower flows in the creek could jeopardize the habitat of Brown Trout in the creek. Persons wishing to comment on the proposal by the district may do so at the meeting on April 28. or submit written comments by May 5. 1983 to the BLM office. of-fice. 170 South 500 East.
