Show NAPLES CITY ANNEXATION POLICY DECLARATION Whereas, the State of Utah has enacted legislation legisla-tion which requires municipalities to adopt an annexation policy declaration as a condition precedent to annexing unincorporated territory having more than five acres; and Whereas, Naples City desires to annex territory on its boundaries; and Whereas, urban development should occur oc-cur within cities and Naples City desires to encourage en-courage urban development develop-ment within its boundaries boun-daries rather than allowing allow-ing urban development on the city's periphery. NOW, THEREFORE, THE CITY COUNCIL OF NAPLES CITY ADOPTS THIS ANNEXATION POLICY DECLARATION: DECLARA-TION: 1. The city desires to annex the territory shown on the attached map. 2. The city favors (1) the elimination of islands and peninsulas on unincorporated unin-corporated territory; (2) the consolidation of overlapping functions of government; (3) promoting pro-moting efficient delivery of services; (4) encouraging encourag-ing the equitable distribution distribu-tion of community resources and obligations. obliga-tions. 3. The city favors the annexation of all unincorporated unincor-porated area which is or may become urban. The city does not favor annexation annex-ation of territory which creates islands. The city does not favor the annexation annex-ation of unincorporated territory solely for the purpose of acquiring municipal revenue. The city does not favor the annexation an-nexation of territory for which it has no intention to provide or capability of providing municipal services. ser-vices. This annexation policy declaration is intended to and hereby does incorporate incor-porate by reference all of the standards required and suggested by sections 10-2-401 et seq., Utah Code Annotated 1953. , 4. The character of the community is mixed farming, far-ming, residential, com-merical, com-merical, and industrial. The community in the unincorporated territory which the city favors annexing, an-nexing, may require the delivery of intense, high quality, cost effective municipal type services to select developments and to preserve the farm environment of part of the areas, as the owners desire. 5. The territory which the city annexes shall receive immediately on annexation the following services: a. Police Protection by an effective and efficient law enforcement department. depart-ment. b. Fire Protection and probably reduced fire insurance in-surance rates depending on your individual insurance in-surance company. c. A coordinated planning plann-ing and zoning program to encourage well planned plann-ed street and development develop-ment of properties. d. Snow removal and regular maintenance of city streets. e. The right to participate par-ticipate in municipal elections. elec-tions. 6. All services above described, as well as any additional that are determined deter-mined to be necessary and in the public interest, will be financed through an appropriate combination combina-tion of taxes, fees for services, ser-vices, user fees, special assessments. 7. It is not anticipated that the annexation will cause any adverse tax consequences to residents in the city or in the area amended. It is further anticipated an-ticipated that as the newly new-ly annexed territory property pro-perty and sales taxes are received by the city, the city will increase the total level of services within the total community. Additionally, Ad-ditionally, persons in the newly annexed territory may experience reductions reduc-tions in their annual property pro-perty tax mill levy. It is anticipated that the interests of other local taxing entities concerned with the annexation will not be adversely affected. Adopted this 6th day of May, 1982. LAWRENCE C.
