Concerning the Taylor-Washburn annexation, members discussed the participation of the various entities in financing the sewer line along 500 West, Doug Lawson stated that Vernal City contributed $619,000 to the sewer, Maeser District $619,000 and the Ashley Valley Water and Sewer Improvement District (AVW&SID) $569,000. Roland Merkley made a motion to approve the annexation with the condition con-dition that AVW&SID would be responsible for providing maintenance to the sewer lines within the area. Hawkins questioned the motion stating that Vernal City would most likely not want the district to be responsible for servicing the sewer lines within the city. AJvin Kay, boundary commission, said that residents of the city would expect the city to maintain the sewer lines, rather than the district. Hawkins requested that Roland Merkley amend his motion to approve the annexation with the condition the district would receive all sewer hook-up fees in the area for the next sixty days, then for a period of two years the city and district would split the hook-up fees on an equal basis, and one dollar of the monthly sewer user fee would go to the district to retire their bonds. Merkley didn't accept the amendment amend-ment to his motion, and the original motion carried with Kay and Hawkins opposed. The commission made the same motion for the Merrell annexation as the Taylor-Washburn and it also carried with Kay and Hawkins opposed. op-posed.
