Show Minority Groups To Petition for Representation A letter received this week by James W. Pierce, President of the Souteast-ern Souteast-ern Utah Community Action Ac-tion Program from the Office Of-fice of Economic Opportunity Oppor-tunity reminds the CAP Board1 of Directors that their hy-laws provide for seating of petitioning organizations or-ganizations and groups on the Board. Up to one third of the members of the CAP Board may represent "Major private pri-vate interests or organi. zations representing business, busi-ness, industry, labor, religious, re-ligious, private welfare or other groups" and provision provis-ion must be made for continuing con-tinuing representation of significant minority groups. A number of minority and private interest, groups have requested representation represen-tation on the Board and the thorny problem of re, aligning the Board to aU low equdtahle representation representa-tion will face the present Board at its January meeting. meet-ing. The SEUCAP by-laws state, "In the event any private group or representative represen-tative of the poor petitions the Board of Directors for membership, the Board of Directors by resolution Jhall adjust and re-aJgn said Board to include such petitioning group." The .problem is complicated by legal requirement that the Board must be divisible divis-ible by three and a local feeJing that each of the four counties should have equal representation. |
