" By this application I'tah Power & Light Company ?ks authority' to increase its rates and charges ' electric service in the State of I'tah so as to I )duce additional gross revenues of S2U. 262.000 lually based on the volume of sales during 197-4 justed to 1975 conditions. i The applicant alleges that the increase in revues rev-ues stated above is necessary for the following 4sons: (a) That its rate base for year end 1974, ed on ten months actual and two months esti-ted. esti-ted. allocable to electric service in the State Utah is S567.878.000 which requires additional ,enue of S12.268.000. The rate base figure of 57.S78.000 represents an increase of nearly S76,-).000 S76,-).000 over the rate base arrived at by the Com-ssion Com-ssion in its Report and Order issued August , 1974. in Case No. 6978. involving the rates i earnings of Utah Power & Light Company. (b) That the applicant has experienced an rease in its embedded cost of debt and preferred ick allocable to electric service in the State of , nh which requires additional revenue of S2f 934. 000. (c) That the price of coal, which applicant es for fuel in most of its electric generating ints. has been increased following the recent ge settlements negotiated by the United Mine )rkers with applicant's coal suppliers, and price reases allocable to applicant's business in Utah 11 require additional revenue of SI, 653. 000. (d) That applicant's Naughton No. 3 generating it located in Wyoming is damaged and will be t of service for approximately a six month period d until the late spring of 1975: that the cost of pairs of such unit will approximate the sum of .000.000 for which applicant is insured except the sum of $250,000: that because said unit out of service, applicant must purchase power m other sources to supplement its ow n generation satisfy the requirements of its customers: and it the additional expense allocable to its Utah erations as a result of the foregoing will approxi-ite approxi-ite S3, 407, 000 in the year 1975. The applicant oposes to recover the 83.407,000 through a sur-arge sur-arge until said amount is fully recovered after dch the rates will be reduced to eliminate said rcharge. (e) That applicant's earnings without the addi-mal addi-mal revenues referred' to above are insufficient mantain applicant's financial integrity and to allow plicant to pay the increased costs referred to ove and render adequate service to its customers. The applicant alleges further that the increased venues requested will be sufficient only to offset e increased expenses and costs outlined above and 11 not produce earnings on equity capital in excess the rate heretofore allowed by the Commission, te applicant proposes to make the increased rates d charges effective February 1, 1975. The applicant proposes to spread the increased venues among the various classifications of service ; a generally uniform basis percentagewise. The applicant is hereby ordered to file with e Commission not later than January 14, 1975. written form, all of its proposed testimony and hibits and provide a copy thereof to any party questing it. At the hearing scheduled to commence on January , 1975. following presentation of the applicant's se in chief, all interested parties then will have i opportunity to cross-examine the applicant's tnesses and to submit evidence in their own half.
