Show Proposed Title XX Social Services Plan for 1976 77 Governor Calvin L. Rampton gave his approval Monday the 15th of March to the Title XX Comprehensive Annual Services Ser-vices Program Plan for the State of Utah. Title XX of the Social Security Act mandates that social service programs be shaped primarily from decisions deci-sions made by the State of Utah rather than requirements set by the Federal Government. Govern-ment. Utah State officials, in conjunction with locally elected elect-ed officials, have developed procedures to implement a partnership in planning social services which has been acclaimed nationally. This partnership has enabled many more citizens to become involved in the entire planning process. Utah has exerted an extensive exten-sive planning effort this year and initiated several activities which enhanced their planning process. These activities included in-cluded an extensive needs assessment and a program coordination with other human services. The proposed plan for 1976-77 represents several major changes over last years plan. The major changes are: -Fee schedules have been lowered considerably. -Sixteen services will be provided. This is not a reduction in services, but simply a combining of services into broader categories. Definitions Defi-nitions of services have been rewritten to reflect the broadening broad-ening of some services. -Expenditures reflect local priority setting, and legislative appropriation. Expenditures and resources are based on a twelve month period as opposed op-posed to last year's plan which was based on a nine month period. --State and local needs assessment efforts have involved in-volved many people. Local service priorities have been concluded from the needs assessment with available resources assigned from that data. The proposed plan will be available for inspection at the Moab City Council Chambers on April 22. |
