Show O'MAHONEY HITS TRADE TREATIES WASHINGTON, Feb. 38 (UP) Senator Joseph C. O'Mahoney TD, Wyo.) charged today that the administrations ad-ministrations reciprocal trade agreement program is "clearly unconstitutional." un-constitutional." Testifying before the senate finance fi-nance committee, which Is considering consid-ering a house-approved bill extend ing the program three years, he asserted that the trade pacts are either treaties or are revenue laws because they change import duty rates. If they are treaties, he said, they must be ratified by the senate; if they are revenue laws, they must under the constitution originate in the house of representatives. The program of agreements made entirely by the executive does not satisfy either requirement, he said. |
