Show HOUSE PASSES-FINN PASSES-FINN LOAN BILL WASHINGTON. Feb. 28 UP-The UP-The house today passed the bill to Increase the lending authority of the export-import bank so that Finland, China and other nations may get additional loans of up to 820,000,000 each. Passsge came on a standing vote, 168 to 51. Members were not put on record. The bill, passed previously by the senate, will go back to that body for action on amendments. The principal change made by the house would permit Finland and other borrowers to use their credits cred-its to buy commercial airplanes In this country. The credits may not be used to buy war materials. Federal Loan Administrator Jesse Jones has construed con-strued that prohibition as applying to commercial as well as military planes. The house bill would lift the restriction as regards commercial commer-cial craft only. The end of two days' debste came suddenly after the house made unsuccessful attempts to I change It so that Finland would be directly mentioned In the bill as qualified for a loan. Minority members complained unsuccessfully that by restricting Finland's purchases to nonmilltsry supplies the United States was confining con-fining her to "powder puffs and silken scsnty pants" at a time when she needed bullets and guns. Representative Hamilton Fish (R.. N. Y.) was defeated, 82 to 35, on an amendment to reduce the proposed new lending authority to 820,000.000 and lend the entire amount to Finland. The bill now would Increase the bank's revolving revolv-ing fund by f 100,000.000, but limit each borrower to not over 820,-000,000. |
