Show GLASMANN'S BILL IS PASSED BY SENATE The measure commonly known as "Bill Glasmann's waterworks bill." which the Senate on Wednesday killed on a tie vote, was reconsidered yesterday yester-day and passed, by a vote of 12 to 5. The bill provides for the condemnation condemna-tion of waterworks by cities In cases where it appears that the owners of the system and the City Council are not able to agree upon the conditions of service. ser-vice. Senator VcKay made a strong speech for the bilL He said there was. so rar as be knew personally, no reproach re-proach on the character of Bill Glas-mann; Glas-mann; that the bill did not come from Glasmann and the Ogden City Council except as they represented the people of Ogden. Senator Lawrence said he considered tne bill not dangerous to vested rignts. Love took the same ground and said as. both Senators from Weber county were for the measure he would support It. Whitmore still maintained that It was unconstitutional; that it was wrong to condemn personal property. Senator Murdock favored condemnation condemna-tion of water and water rights. He 1 thought If it were proper to condemn a man's home and farm to construct a reservoir It was right to condemn the water to fill the reservoir. The danger he saw was that the owner of the water would hold a community up for four times or ten times or 100 times the value of the water if It were not made possible to secure that water under condemnation con-demnation proceedings. On rollcall Bamberger, Barber, Ben- nlon, Barnes, C. P. Larsen, Lawrence, Love. McKay. Murdock, Sherman. Williams Wil-liams and Allison voted for the bill 12. Of these Barber, Lawrence, Love and Sherman changed their votes from the day before. The negative votes were cast by Gardner, H. S. Larsen, Lewis, j Loose and Whitmore 5. |
