Spenc Smith of Rapides yesterday, Introduced into the State Legislature a bill to regulate reg-ulate marriage contracts and prevent race suicide. The bill only applies to whiten and provides: It shall 'be unlawful for any man to attempt to court any young woman before be-fore he is 24 years of age. Before making- such attempt, he shall Inform the parent or guardian of the woman he proposes to court of his intention in-tention to do so. He shall also make affidavit before a Justice of the Peace that his courtship will be in good faith and for the purpose of trying to convince con-vince the young woman that It will be pcofltable for her to marry him. ' ? It shall be . unlawful, for widowers over the age of 40 years to attempt to court any woman under the age of 15, beyond the confines of the parish of their residence. After the passage of the act an children child-ren born to legally married people In this State shall be raised and educated at public expense. All boy children shall be sent to the State Ujiivertlty at Baton Rouge and all girl children to the State Normal school at Natchitoches. Natchi-toches. An appropriation, of $17,000,000 to carry out this education feature is provided for In the bill. |
