Foreign Relations, stating that the action of that committee in amending the arbitration treaties by substituting for the word "agreement" the word -treatv" is. In his opinion, not a 6tep forward, but a step backward. If the word "treaty-' Is substituted the treaties would amount to a specific announcement against the whole principle of a general arbitration treaty.
