So far a total of 240 leases have been signed and approved in the Provo defense-rental area, which covers Utah county, Mr. Ray said. These leases represent a fraction over two per cent of the total number of dwelling accommodations accommoda-tions in the area. Some of the salient features of these leases between landlords and tenants include the following points : 1 They must be voluntary between be-tween landlord and tenant. 2 They must be "written agreements. agree-ments. 3 The lease must contain an expiration date after December 31, 1948. 4 The lease can call for an increase in-crease of up to 15 per cent in the legal maximum rental rate in existence ex-istence at the time the lease is signed. 5 The lease must not provide for a substantial decrease in services, serv-ices, furniture, and equipment required re-quired to be provided by rental regulations. 6 A true and duly executed copy of the lease must be filed with the local rent control office within 15 days after the signing of the lease. 7 A landlord is not required to offer a tenant one of these leases, neither is the tenant obligated to accept such a lease when offered. If the tenant asks for such a lease, the landlord is not obligated to give him one. 8 If a lease is not signed between be-tween landlord and tenant by Dec. 31, the rental rate remains the same as it is providing it is not in excess of legal rates, until the expiration of the curent rent control con-trol bill which expires Feb. 29, 1948. 9 The lease may contain, at the request of the tenant, a clause which gives the tenant the right to terminate the lease at any time prior to the expiration date.
