Show It took Monroe County, N. Y., four decades to pay off the debt incurred in the Civil War years for payments to men volunteering or being drafted into the army. Three-year volunteers at first received re-ceived $300 from the county government gov-ernment before the end of the war this was raised to $600 in an unsuccessful un-successful attempt by the county to avert conscription. When the draft act was passed, the city of Rochester paid $300 to each substitute sub-stitute for a draftee, in addition to what he got from the individual individ-ual whose place he was taking. Relief to soldiers' families and the payment of bounties to "volunteers" "vol-unteers" who deserted at the first opportunity raised the cost tremendously. tre-mendously. And every dollar borrowed bor-rowed during this inflationary period had to be paid back at a later time when money had once again reverted to its normal value. |
