Both bouses of congress late today passed an urgent deficiency bill extending until June 30 next the time in which the president pres-ident may spend the Al)!,000,000 balance bal-ance left from the $100,000,000 emergency emer-gency war fund placed in his hands last April There was no opposition and very 'little discussion. It was announced that a detailed account would be furnished later of expenditures by the public information in-formation committee, whicli was allotted allot-ted more than a million dollars of the fund, and of other items on which only a general report was submitted. The bill also carries $220,000 for the usual mileage allowance of members of congress. A general statement of what the pub-lic pub-lic information committee is doing with the $1,635,000 allotted it by the president presi-dent was sent to the house today in the form of an informal memorandum showing that $1,285,500 had been set aside and partially expended for informational infor-mational work in allied, neutral and belligerent countries. The exact nature of this woWi was not discussed, but it is understood to consist hugely of the dissemination of facts about the" United States and its war purposes, to counteract counter-act tho effect of Germany 's elaborate propaganda. With the memorandum, asked for yesterday and prepared in the absence of George Creel, chairman, tho committee commit-tee enclosed extracts from a. speech to have been delivered by Mr. Creel today before the Indiana state council of defense de-fense at Indianapolis, outlining the objects ob-jects of the committee and its activities. activi-ties.
