Show APPOINTS CUSTODIAN OF ENEMY PROPERTY A. Mitchell Palmer Given Full Power to Enforce Provisions of Trading Bill. WASHINGTON, Oct. 30. President Wilson today issued an executive order conferring upon A. Mitchell Palmer, custodian cus-todian of enemy property, full powers to carry out the provisions of the trading with the enemy, and relating to the taking over of tho property of an enemy or allies of an enemy for the duration of the war. Mr. Palmer immediately began organir-ation of his staff bv appointing J. Lionbergor Davis of St. Louis, managing director of the . office. Mr. Palmer is authorized by the presi-dent presi-dent to name depositaries for the mil-r mil-r lions of dollars' worth of property soon to be turned over to him and ho is empowered em-powered to appoint and fix the salaries of nil necessary attorneys, investigators, investiga-tors, accountant's and clerks. His own snlnrv is $6000 a year. Tho president 's order . makes available avail-able $105,000 for carrying on the work, $100,000 being alloted to the encmv property custodian; $2."i, 000 to the feu-eral feu-eral trade commission: $l."i,000 to the secretary of tho treasury and $-5,000 to the war trade board. Mr. tavis, the now managing director, is vice president of the St. Louis Union Trust company and president of the St. Louis Chamber of Commerce. The organisation or-ganisation of the staff will be completed com-pleted as speedily ns possible as all properties of an enemv or ally of an enemv must be turned over to 1 he new bureau within thirty days. |
