LAW SECTION REPORT Recommendation Made Regarding Re-garding Development and Distribution of Water. PRESNO, CalM Sept. For the protection of the farmer and with a H view of providing a better market for his products, a resolution advocating a national marketing commission, with departments in states, counties and towns throughout the United States, was introduced tonight before the In-H In-H ternational Irrigation congress by S. The joint resolution provides for a : I marketing commission, the members of H which are to be appointed by the presi-lii presi-lii dent. The commission would be com-Uj com-Uj posed of twenty-nine members. The Bi irrigationists are urged to create a permanent section or committee to !, bring about the favorable action by 1 1 ; congress. ' Public Ownership. Public ownership of the water sys-H sys-H terns is the final solution of the irriga-)-d tion problem confronting the Ameri-m Ameri-m can farmer, in the opinion of Lieu-jj Lieu-jj tenant Governor Eshleman, who addressed ad-dressed the congress. Irrigation Is one of the most, if not the most, important ? nest ions before tho people ot Cali-ornia, Cali-ornia, Mr. Eshleman said. Mr. Eshleman also took the view that the people in irrigation districts l should bo safeguarded from specula-I specula-I : tion, urging regulation which would prevent them boing made to pay both I ; the cost of the formation and develop- j ment of the district and then being compelled to pay interest on the up-jl up-jl ; keep. , Report on Legislation. The report of the section on irriga- 1 tion laws and legislation was submitted sub-mitted tori ay for t he consideration of the congress. Recommendation is made that laws covering the appropria- tion and development of streams be ; simplified and that special attention be given to the regulation of the flow of the streams and the impounding of their waters for all beneficial pur- ' poses. The section was of the opinion that the lawB of each state should be so arranged ar-ranged that each community shall be j free to adopt any reasonable and satisfactory satis-factory method of development and distribution of water that may best fit the needs of that particular community. |
