Show SELF-GOVERNMENT FOR THE FILIPINOS President Wilson and the House Leaders Lead-ers Agree Substantially Upon a Measure. WASHINGTON", July G. President Wilson and the house leaders have agreed substantially on a bill granting a larger measure of self-government to the Filipinos. The president told callers today that he approved the bill introduced by Representative Rep-resentative Jones of Virginia and modi-fled modi-fled by the house insular affairs committee, commit-tee, but made it clear that he did not expect ex-pect the bill to be passed by both houses during the present session. The president and Representative Jones conferred on the bill today, and afterward Mr. Jones said he planned to Introduce the measure this week. As described by Mr. Jones, the bill will abolish the Philippine commission and create an elective senate. No time will be set for Independence. The bill makes certain classes of residents citizens of the Philippines. The voting privilege will b based on certain property qualifications. qualifi-cations.
