Policy Will Include Working-men's Pensions, Income Tax and Separation Separa-tion of Church and State. PARIS, Jan. 21. The formation of .a new Cabinet under tho Presidency of M. Rouvler Is well under way. Following Fol-lowing a long conference with President Presi-dent Loubet this morning, M. Rouvler spent an hour consulting with those whom he expects to enlist ln the Ministry. Min-istry. Thoso with whom he had Interviews Inter-views Included M. Dclcassc, who it la certain will retain the portfolio of foreign affairs In thc new Cabinet; MM. Etienna, Blenvcnu Martin, Jean Dnnuv and Antonio Dubost. who nrob- ably will be Included In thc final list. Senators Polncarre and Jauthlcr also are expected to be members, M. Rouvler has not completed his work and will continue consultations tomorrow. Therefore, the various lists of Mlnlstern and their portfolios are speculative and not authentic. The policy of the new Cabinet has not yet been announced, but It Is expected to Include worklnginen's pensions, an Income tax and the separation of church and state ln the order named. This differs from the order of policy of the Combes Cabinet, which placed tho separation of church and state first. Tho most difficult task of the Cabinet Cabi-net will be the harmonizing of the group3 constituting the majority ln the Chamber. Tho new Premier combines ability of the highest order with a remarkable re-markable Ministerial experience of nearly a quarter of a century, beginning begin-ning with the Gambetta Government of 1881 and Including that of M. Loubet in 1892. His chief ability has been as a. financier, In which capacity he Is recognized as the ilrst ln Europe. He Is not considered a skillful parliamentary parliamen-tary leader. His present task of reconciling animosities ani-mosities recalls a similar role when he was President of the Council ln 1SS7. Boulangerlsm was then rampant, and Rouvler attempted to quiet the excitement ex-citement by excluding Boulanger from the Ministry. This, with other complications, compli-cations, finally led to the fall of President Presi-dent Grevy. Tho Indications are that M. Rouvler will have difficulty ln returning a majority, ma-jority, and many predict a prolonged period or unstable Ministries and thc ultimate calling of M. MUlerand or some other representative of the Independent Inde-pendent elements. |
