Ingalls of Kansas and to tho consideration of the bill" making mak-ing appropriations for fortifications, the Senato Just beforo adjournment today received re-ceived from the House notification that that body had named managers to conduct tho Impeachment proceedings against Charlos J. Swayno, United States Judgo for tho northern district of Florida. Tho Ingalls eulogies were delivered ln connection with official presentation by tho Stato of Kansas of tho otatuo of tho lato Sonator for Statuary hall. Tho principal prin-cipal address was mado by Mr. Long of Kansas. A resolution authorizing tho committee on interstato commerco to sit during sessions ses-sions of tho Senate in order to permit the taking of testimony of tho railroad rato question was passed. Mr. Dlotrich presented, but did not read, an artlclo written by himself ln support of hlo bill giving local seif-govcrnmont to Alaska. During tho ceremonies Incident to tho accoptanco of the statue of the lato John JamoH Ingalls, for elghtcon jears a member mem-ber of tho United States Senato from Kansas, thoro wero soven addresses. Beforo Be-foro they wero begun, Mr. Iong presented a lottor from tho Governor of Kansas, tondorlng tho statuo and a resolution of acceptance. Pending tho adoption of tho resolution, Mr. Lmg addressed tho Senate. Sen-ate. Ho dovoted tho greater portion of his address to a con&Idoratlon of tho reasons rea-sons why Mr. Ingalls was not rc-elcctod ln 1831. Mr. Long called attention to tho faot that tomorrow KnnwLH will celebrate tho forty-fourth anniversary of her admission to tho Union. Tho othor Hpeakers woro Mesars. Allison.
