A dispatch to the Dally Telegraph from Brussels saya that tho Russian and Japanese Governments Gov-ernments aro competing sharply for tho purchase of transports in Holland and Belgium. As Russia has acquired almost all tho largo ships which were for sale. Japan will havo to be content with tho smaller vcsmcIs. Tho dispatch adds that Japanese agents purchased at Antwerp yesterday several vessels of from 2000 to 3000 tons, and It Is supposed that those will bo converted Into armed erulscrs.
