States will again be introduced in both houses of congress tomorrow The bill in general terms provides for an institution of the highest possible possi-ble type for the graduates of accredited ac-credited colleges and universities only I = Tith special reference to the work of original research and investigation in I investgaton all important fields of inquiry I The guv rnnient is vested in a board of prerts and a university council The board of regents embraces the I president of the United States the chiol justice of the supreme court of the Initcr1 States the commissioner I of iueation the secretary of the Smithsonian institute the president of the National Academy of Sciences the president of the National Educational association the president of the university uni-versity and nine other citizens to be appointed by the president by and with tit advice and consent of the senate no two of them to be from the same state The university council is to have immediate charge of the work i of instruction research and investigation investiga-tion I consists of the regents and 12 oth < r members to be appointed by them fr < TO among eminent educators with a like impartial inaugurate in-augurate the institution Gifts and bequests are to be deposited depos-ited in the United States treasury in trust and Invested in bonds of the United States bearing 5 per cent interest inter-est CENTURY OF AGITATION The present bill is the outgrowth of I more than a hundred years of agitation agita-tion The thought of a national university univer-sity first came to Washington while I commanding the revolutionary army Subsequently a president he repeatedly repeat-edly urged its establishment and in I his last ill and testament left 25000 in stocks as a first endowment the interest in-terest to be compounded Had congress con-gress fostered the plan this sum ould now be nearly 5000000 The idea thus cherished by the father of his country was dlso endorsed by Presidents John Adorns Jefferson Madison Monroe I John Quincy Adams and Jackson and in more recent years by Presidents Grant and Hayes During all this time the measure was advocated by men mostly distinguished distin-guished for learning and statesmanship but owing to the lack of organized efforts ef-forts nothing practical was accomplished accom-plished pUshedlIDErN MOVEMENT The more modern movement in this case may be said to have been inaugurated inaug-urated in 1SG9 by the National Educational Educa-tional association after an appeal from Dr Jrhn W Hoyt of Wisconsin at the close of lis educational tour of inspection inspec-tion in all the countries of Europe and in the American states by authority of the gorment That great association associa-tion thrive unanimously endorsed the unit > it > proposition and through its committee a bu was introduced and unanimously reported in the house of representatives in 1S73 The measure continued to receive the endorsement of leading scholars and statesmen from time to time and in 1890 a university bill was introduced in the senate by Mr Edmunds of Vermont and upon his motion referred to a select committee com-mittee with Senator Proctor as chairman chair-man COMMITTEE OF SCHOLARS The present general movement was begun at the Panrepublic congress of 181 by the appointment of a committee commit-tee of promotion to be enlarged in the discretion of its chairman exGovernor John W Hoyt which committee by steady growth became what is known as the national university committee of 100 a committee now grown to several hundred embracing the presidents of all the state universities and some 200 other leading institutions the superintendents superin-tendents on public instruction of all states but and of the one many our most distinguished statesmen scholars and men of affairs PATRIOTIC WOMEN With the approval of the national university committee patriotic women of the country under lead of Mrs Ellen El-len A Richardson of Boston have organized or-ganized the George Washington memorial mem-orial committee for auxiliary though independent work their purpose being to raise by popular subscription 250000 for the erection on University Square pf a first university building THE INTENTION It is the intention of the national university committee that the government govern-ment shall cooperate in the establishment establish-ment of the proposed university and it is intended that the bill shall be pressed to early passage so that July 9 1899 the IcOth anniversary of Washingtons bequest shall witness at least the
