was given out tonight by Ralph 11 Easley secretary of the Civic Federation I Fed-eration of Chicago who has been acting act-ing for a large number of reforms and quasipolitical organizations for the i 1 4 past three weeks j i I The object of this conference is to j bring together men with practical ideas from all the large cities especially from I states where substantial progress has been made in reform The programme will include speeches by men of national na-tional reputation in both political parties par-ties as well as reports from practical men as to the working of various laws now cuses governing primary election cau PERTINENT QUESTION Considerable attention will be given to the question How to Get Voters Out to the Primaries after fair laws are secured Special telest will betaken be-taken in reports from New York Massachusetts Mass-achusetts Maryland Illinois New Jersey Jer-sey and Ohio whose legislators will then be in session considering primary election laws Headquarters Head-quarters will be opened at the Hotel Manhattan New York Dec 231897 THE CALL I Believing that our primary election I customs or laws lie at the very root and source of our entire elective franchise fran-chise system and that the result of municipal evils in our larger cities is due in a large measure to defects in such practices and customs it therefore there-fore follows that to purify this eye I tern is to take a long step in the direction direc-tion of honesty economy and efficiency cienoy in every branch of the public service and further believing that the enactment of laws to prevent orrupt caucus practices and throw the safeguards safe-guards of a regular election around the caucus or primary will encourage many good citizens to take part therein we tile undersigned for the purpose of I discussing and discovering as far as possible the precise defects in the var bus systems which now obtain and the remedies and to take such action as may seem wise in the premises do hereby join in calling a conference of persons interested in said question to i convene in the city of New York on the 14th and 15th day of January 1898 We deem it desirable that the
