| Show EMPEROR wrrTTAivr AS A JINGO It is not always an easy matter to I tell how any remark made by Emperor I William should be taken he is so erratic er-ratic but it is a very good rule to take it seriously no matter how absurd j j ab-surd it may be Nor can all the remarks I re-marks attributed to him be accepted I as such with implicit confidence I The latest absurd remark attributed to him is in regard to this country and it is to the effect that this American I meddlesome policy must cease or we I will be obliged to teach them manners man-ners It is said that this had a direct reference to the necessity for a joint I naval war against the United States And this remark is being commented upon in diplomatic and political circles I in Berlin It is so similar to the one the kaiser is said to have made regarding I re-garding the Haytiens manners that it may be the same remark merely added to by the gossips Supposing there is anything in the remark who would be the parties to the joint naval war England possesses a navy almost equal to that of any other two nations She has usually pursued the very sensible policy of avoiding entangling alliances She would scarcely aid the kaiser in his scheme for he has been very assiduous assidu-ous in cultivating English hatred Next to England France has the largest navy France would hardly lend her navy for a joint war gotten up by Germany Ger-many Spain doubtless would but Spain and Germany on the sea are not particularly formidable It may be that the kaiser is talking as he is alleged to be for the purpose of creating in his own country a strong sentiment in favor of his naval pro gramme which thus far has met with little encouragement in the reichstag The only disagreements between this country and Germany have been over tariff matters nothing more All this talk is a display of German jingoism What an obnoxious disagreeable thing jingoism is is plainly seen when it rises up in some foreign country and diIects its attacks against the United States The German emperor appears to have had a severe attack of it lately and it has found vent in various directions di-rections |
