Show DISSENSION IN THE BEPTTBLI I CAN CAJrIP There is said to be much disunion in j the Republican camp in Washington and the cause of it is the Hawaiian annexation proposition The president I is heartily in favor of it having taken his stand for it in his message But I presidents cannot always have their way with congress as Mr Cleveland found out during his last administration I administra-tion indications are not lacking that Major McKInley will have a like ex j perience Speaker Reed is said to be j against annexation and also Mr Dingley the recognized leader on the j floor of the house In the senate Mr j Hoar and Mr Morrill are against it I And these are all strong men with i much influence Hpw far they will endeavor en-deavor to block action it would be impossible im-possible to say but if the speaker is determined to do it in the house he would come pretty near succeeding In the senate the absence 01 a closure rule will permit of any amount of discussion of the question and this of course would delay action It would be equally as effective In the event of the treaty failing to receive a two I thirds vote and should a joint resolution I resolu-tion be substituted therefor It is evident that the friends of the annexation treaty are going to try and jam it through Thus a leading paper pa-per that favors annexation says that the quickest and best way to settle the Hawaiian annexation question is to ratify the pending treaty without delay Otherwise the thing will have to be done by joint resolution with no end of some ugly efforts at obstruction obstruc-tion How long is it since it became desirable de-sirable to take so important a step as the annexation of a country two thousand thou-sand miles from our shores without any discussion of the reasons for the I same How long since congress ceased tobe a deliberative body Any project requiring congressional action that cannot stand the light thrown upon it by free and open discussion should be looked upon with suspicion While it is true that the Republican party is divided on the question of Hawaiian annexation it is likewise I true that the Democratic party is also but the latter party not being responsible I respon-sible for the government dissensions in it over this or any other question are of far less importance than dissensIons dissen-sIons in the Republican party Will the administration be able to silence opposition in its own party to the treaty If it can overcome the hostility hostil-ity of such as Reed and Dingley in the house and Hoar and Morrill in the senate it will have shown itself quite strong I |
