Show MUNICIPAL MATTEES The report of the committee on finance to the effect that 50000 worth of bonds of the last issue had been sold at par and accrued ac-crued interest created something of 1 sensation sen-sation in financial circles yesterday because be-cause at the preceding sale the bonds wont begging a long while and were finally disposed dis-posed of at 9525 Those who suppose that the citys credit has advanced however how-ever may as well be undeceived This last sale was made at par oacauso the dry beuchers put up the difference between the amount of the bid and the amount of the bonds out of their own pockets the bonds being sold to complete tho waterworks water-works system tothe Capitol hill Fernald 1 Co of New York were the purchasers i The Great Salt Lake Hot Springs rail road having been ranted a franchise for the extension of its line on Third West street from North Temple to South Temple Tem-ple will put in the track at once This road has also been granted permission to construct a Y to its lot on Third West between North and South Temple According to the report of the committee commit-tee on streets there are 105 crosswalks to be constructed which will connect all the sidewalks laid within the districts running east and west and also threo walks on the south side of South Temple between Second Sec-ond and Fourth East and the walk on State Main and West Temple between South Temple and Third South In view of tho fact that most of the walks were laid on temporary grades no asphalt crossings will be used and only stone blocks will be used Wherever practicable practica-ble sewer pipe will bo used for conducting conduct-ing irrigation water S under the crosswalks S A resolution was introduced in the council on Tuesday night directing the city assessor to transmit to the council u list of the taxpayers with tho amount of taxes assessea and collected for the construction con-struction of sidewalks and that the same be compared with the actual cost of the walks and that the excesscollected be refunded re-funded to thu taxpayers The resolution council will bo acted on at the next meeting of the The committee on municipal laws has introduced in-troduced ordinanco amending the ordinance ordi-nance defining tho duties of the inspector of buildings Tho amendment is as follows fol-lows It shall be unlawful to repair any frame building within the lire limits of this city where such building shall have been damaged by fire the elements or decay to tho extent of 50 per cent of its original value and the decision of the inspector in-spector of buildings shall 15e conclusive aa to the amount of damage to any buildings unless un-less the owner thereof files with the inspector in-spector a written petition asking for the appointment of aroitrators to determine the question of damages such arbitrators to consist of three disinterested and competent com-petent persons one to be named by the inspector in-spector one by the petitioner and the third to be selected by these two The decision of the arbitrators shall be final and conclu sive Another provision is that no person shall move any frame building from one place to another within the fro limits The ordinance introduced relative to the uso of furnaces and chimneys in this city provides that the proprietor lessee or occupant oc-cupant of any building in which I boiler is used for generating steam or electricity who shall permit dense smoke to bo emitted from tho chimneys of such building build-ing shall be guilty of a misdemeanor and shah upon conviction for every such offense of-fense be fined in asum not less than o nor more than 150 and each day in which such smoke is allowed to be emitted shall constitute consti-tute a separate offense The penalty shall not apply however in any case where the fireman owner lessee or occupant has supplied sup-plied such building with and shall have muse m-use a sufficient device for the consumption or prevention of smoke The ordinance is to take effect six months after its passageS passage-S S The action taken by the council on Tuesday Tues-day night in regard to the police investigation investiga-tion leaves the matter in the most unsatisfactory unsatis-factory shape possible and has increased the demoralization of the department as well as deepened the feeling of bitterness between the two factious Both sides are now trying to figure out who la on top It is to be hoped that the matter will he speedily settled in some way for until It is but little efficient work may be expected from the police department |
