England and Portugal PARIS May 10 Sefior Bartidal chair man of the Mozambique company in an in terview in reference to the East African agreement between England and Portugal says the British proposals would seal the definite annihilation of Portugal which has already been killed by England financially Under the new convention England would take the gold mines which were the most valuable part of Portuguese territoay But his company is willing to work under Brit ish rule if England would stick to her promises not to interfere with private in terests Seflor Vegea an exiled Republican Braganza which is on intimate terms with the British royal family made Portugal lose a portion of her African territory Un less Portugal changes her policy and will enter into an alliance with America France and Brazil the present crisis may lead to the establishment of a republic but the present movement is not favorable The financial problem will be difficult to solve It will bo politic to leave the present Por tugal rulers to deal wit theproblems which they themselves have created
