occu-pied the chair and all members were present except Kelly and Beardsley THANKS FROM BUSINESS MENThe MEN-The following communication was received re-ceived from the joint committee of the Business Mens association and chamber of commerce GENTLZMEN We desire to extend to your honorable body the earnest thanks of the joint committee of the Business Mens association ana chamber of commerce for your prompt and liberal action In the matter ot the proposed copper refinery We have reason to believe i that the taxpayers and property holders are unanimously in favor of this action and are I thoroughly in accord with the official recognition I recogni-tion given by your honorable body to further their expressed wishes The benefits that will I ensue to the city from the establishment of an industrial enterprise of this magnitude cannot I be overestimated Cyril Peck petitioned for the lease of sand pits Referred to the committee on public grounds The official bond of D C Eichnor as clerk of the police court in the sum of 51000 was presented and referred to the committee on police and city attorney AN UNSIGNED PROPOSAL The city recorder presented a proposal received for the establishment of a market house but the party making the same I forgot to attach his name The proposal offered 82 x132 feet in the center of a block between Main and State streets and Third and Fourth South streets for a term of ten or more years at 1 per year Referred to committee on markets The city treasurer stated that the license department would need 900 zinc tags for the ensuing year which would cost 14850 Referred to committee on finance A communication was received from the baildin inspector with reference to an invitation received by him inviting him to attend the Fourth annual convention conven-tion of the National Association of Commissioners Com-missioners and Inspectors of Buildings which meets in St Louis Mo on Feb 14 Moran moved to refer the matter to the committeu on ways and means and Heiss moved to appropriate 575 to help defray Mr Hamlins expenses After the usual amount of controversy the motion to refer was carried The city attorney presented an ordinance ordin-ance in reference to the assessment of special or local taxes levied to pay for local improvements which was laid on the table to come up under the head of miscellaneous NO SUNDAY SHOWS A communication was received from the city attorney in relation to the petition of the Wonderland Amusement company asking that they be allowed to give entertainments enter-tainments on Sunday He was under the impression that it would be a misdemeanor misde-meanor under the statutes to keep open as suggested in the petition and that the council conld not grant to any person the right to violate a criminal statute The revised ordinances also prohibited the keeping of such place open on Sunday and the attorney thought if the request of the company was granted the ordinance would first have to be repealed Laid over to come up under the head of miscellaneous miscel-laneous Wantland Bell and Evans were appointed ap-pointed to draft and tender a vote of thanks to the municipal authorities of the coast for the royal receptions given the council on its junketing trip A SANITARY CONVENTION Wantland introduced a resolution as follows Whereas It is of vital Importance to tte people or the Pacific coast and the Intermoun lain regions that vigorous quarantine and sanitary measures shall be established and enforced en-forced during 1893 Resolved That Salt Lake city hereby invite the municipal authorities of the cities having a population of 10000 or more on tbe Pacific coast and Intermountain region to join this city In a convention to be composed of the health > li cers of said cities to be held In Salt Lake city during the month of April or May Resolved That the chamber of commerce and Business Mens association are hereby requested re-quested to appoint a special committee to act with the mayor or president or the conncll sanitary committee health commissioner and board or health as a general committee of arrangements ar-rangements to have full power to Issue invitations invita-tions and arrange the d at ails for the conyen tionThe The resolution was adopted THE 9 OCLOCK ORDINANCE The city attorney presented an ordinance ordi-nance making it unlawful for children of tender years to be upon the streets or in public places at unreasonable hours without with-out proper permission as per a petition of numerous parties to that effect and a recommendation from the committee on police The ordinance authorizes the city marshal to arrest such children after 9 oclack p m and provides for a fine of 51 for the first offense imprisonment for one day or both for the second offense 5 or five days or both for the third not less than 5 nor more than 10 with alike a-like number of days or without and from then such children can be sent to the Third district court as candidates for the reform school The report of the committee on markets in tho matter of the proposition to erect scales at the various coal yards which was first presented to the council on Jan 13 and laid on the table a number of times since was picked up and once more relegated to the table The bill of superintendent of sewers in the sum of 1385 for typewriting and duplicating his annual report was taken up on the recommendation of a majority of the sewer committee that the bill be paid and a minority report of 0 H Hardy that it be not allowed on the ground that it was a precedent that should not be established The matter was laid over for one week Bells old resolution with reference to appointing a clerk to attend all committee meetings and report same was taken up and
