of the Peoples speakers during the campaign uttered the sentiment that i the daylight coull bo let into Parley Williams majority oftwo in the Fourth precinct it would be found rotten and fraudulent to the core Lieutenant Richard W Young yesterday took tho preliminary steps to letting in the daylight and in so doing he stirred up the Liberal nest as it has not been stirred since the Bonfield bombshells fell into it in February last The step he took was to go before Commissioner Com-missioner Greenman and swear out a warrant war-rant for tho arrest of one of the Liberal judges of election at the Fourth precinct one W J Allen charging him with having manipulated the votes so that ballots cast for tho Peoples men were changed for those cast for the Liberals Allen who is a bartender at the Crystal saloon opposite the Walker house was arrested by Deputy Bowman Cannon last evening He was at once brought before tho commissioner looking white as a sheet and the way in which he glowed at Mr Young who viewed him with provoking good nature was enough to strike terror into that gentlemans bosom had he been accustomed to being terrorized by bartenders bar-tenders Three minutes after Allen was put into custody the door of the commissioners commis-sioners room flew open and in rushed Powers McAllum Glendenning and a crowd of attendants with an air that seemed to say the saloon contingent was in danger and it must and should be pro tected The complaint was read and Allen was asked whether ho was guilty or not Not guiltyof course he blustered Its all a job that man Youngis capable of nothing else a shot which Mr Young received in good part The examination was placed for Tuesday and Allens bonds fixed at 1000 which were immediately furnished by some of those in attendance Allen was then released re-leased and he took occasion to mutter some opprobrious words at Mr Young when he was peremptorily shut up by Deputy Cannon Can-non CROOKED WORK When the people of the 4th precinct woke up the morning after the school election elec-tion last month and read that their district district te which was safely and undeniably a Peoples Peo-ples stronghold having cast a majority of 183 votes in the February election had now cast a majority of two votes for P L Williams over R W Young they were simply dumbfounded The feelings o fir the Peoples judges of election the f-ir checkers and challengers were not at all different At i oclock on election day both sides having kept count of the votes as they came in were of the opinion that the People led by from 50 to SO votes This was tho opinion till the ballots were counted and the amazing result announced that Williams had 341 votes against Youngs 339It did not take five minutes consultation to decide that there was something rotten in Denmark or to locate tho rottenness at poll No2 where the votes from M to Z were received The judges appointed by the commission for this poll were Mr Greenman and Mr Ball Liberals and Mr Woolley People At the time for opening the polls Captain Greenman was not on hand but much to the surprise of Mr Woolley the man Allen walked up and said ho was there in Captain Greenmans place Mr Woolley supposed he had been appointed by the commission and though he thought it rather odd submitted sub-mitted Yesterday the commission denied kow ing anything about Allen Allen then took his place at I the ballot box and every vote that came in passed through Ms hands before it reached the ballot box After tho result was declared the Peoples Peo-ples party went carefully over the list of their known voters in both pollsa list made up as each man cast his vote This list showed that in poll No1 A to L the result of tho count differed only two from tho list In poll No 2 M to Z tnere were some forty noro Peoples names on the voted list than there were Peoples ballots in the box One of two things therefore was evident Either 1 large number of voters at poll No2 thought to bo Peoples party had voted the Liberal ticket or a number of Peoples ballots had been changed for Liberal ballots The Peoples managers at ones adopted the latter theory and set about to prove it Mr Young has had every Peoples man in the precinct who voted asked these questions Have you any objection to stating how you voted I I not did j ou vote the Peoples ticket I so are you willing to go into court and swear to it1 Up t 1 yesterday afternoon Mr Young had the 7iamcs of 142 men whose names arc in theM the-M to Z class who will swear that they voted the Peoples ticket Can Mr Allen explain why only 128 Peoples ballots were found in the box at Poll No 2 when the count was madel Mr Young stated last evening to a HERALD HER-ALD representative that there were about twenty men whom he had not yet seen but the great majority of whom ho believed would swear they voted tho Peoples ticket On this showing it is perfectly evident that instead of having a majority of two votes P L Williams was defeated by from 30
