or the water mains along Jeremy street at the citys expense Committee Com-mittee on waterworks Governor Thomas and others asked that T J Dozier be appointed nigntwatchman on South Temple street East Granted James Williams asked for a rebate on his license as he bad been compelled to retire from business Committee on license Matilda Winters and Ezra C Adams asked for reductions in their assessments Laid on the table PILE ON THE SIDEWALK L G Adams was granted the use of the sidewalk at the corner of Third South and Seventh East for building purposes Carthy Dumback askea that the matter of the sewer connection on Second South street west made for Kelsey S Glllespie be investigated and if found satisfactory that a certificate be issued Committee on sewerage > J Belton was XOT APPROVED The same body reported that It was in receipt of a communication from the city engineer cal inK attention to the fact that the sidewalk work on Fifth East between South Temple and First IfATUHAL GAS CO WAXTS A FRANCHISE The American Natural Gas company represented that it had several flowing wells of gas on its grounds in Davis county twelve miles north ot Salt Lake that the company had since its organization expended f2uOOU In the purchase of lands machinery etc and had sufficient capital to sink other wells and conduct gas by mains to this city and distribute the same for mechanical and domestic uses The petitioner therefore asked for a franchise granting the company the right of way to construct cas mains through tbe streets of this city for the purpose of supplying gas I for heat fuel and motive power A franchise fran-chise for illuminating purposes was not sought for In asking for this franchise J the company offered to furnish gas to private priv-ate consumers at a cost of 33j per cent less than the present cost of coal and tho municipal and county buildings less than f 0 per cent of such cost and would guarantee guar-antee to the city a supply of natural gas sufficient for all present or future requirements j re-quirements In making this offer the I I company had in mind the almost certain stimulant to tho citys 1 growth which such an enterprise as this > Insured and which had promoted a growth in population equal to 100 per cent in three i years in the gas fields of the > ast I I In view of the enormous cost of develop i I ing tht flans laying not know of any rule by whlca U the presiding officer I offi-cer has a vote and falls to cast It the result of the vote could be withheld and carried I stet to another meeting and he then be par mittcd to vote and announce tho result of the vote My conclusion is that when a vote Is taken upon th passage of an ordinance and It requires the tote of too presiding officer the mayor or acting mayor and he does not vote or tben declares the result of the vote tbe question could not be carried over to another meeting to enable such presiding officer to makeup make-up his mind as to how he would vote If at all If such a rule could be auopted as to the pro siding officers It could be as to any member of the council and it would be a very dangerous precedent to adopt and therefore the
