The city scions last night unanimously unani-mously adopted the recommendations of Mayor (Jlasinaon that a letter re reived from the board of tire underwriters under-writers be spread upon the minutes of the council and that it be uiade publlc. Tho communications state that with a better water system tbe city cau easily, save $100,000 lu three and one-half years in tho reduction of fire insurance rates to the property proper-ty owuers. The mayor's communication communi-cation to tho council follows: August 22nd. 1910 To tho Honorable President and Members of the City Council. Ogdcn. Utah. Gentlemen: For sometime the Mayor has been laboring for the reduction of the fire insurance rates in Ogden City, and has secured a promise of a rc-raUng , of the risks in our city. I enclose herewith a letter Just received re-ceived from Geo V. Lawry, Secretary Board of Fire Underwriters of tbe Pacific Coast., This letter was written the day before our 1G inch mains broke and the council will see that the fire bonrd calls attention to the danger of one pipe running from the reservoir to the distributive system, and It will also be noticed that the fire board demands that those improvements im-provements be made, for which the city Is now asking for, $100,000 In londs, before any material reduction will be made in the Insurance rates, I ask that the letter of the Board of Fire Underwriters be rood In full nnd that the same be ordered printed. It Is my firm conviction that If th-$100,000 th-$100,000 In bonds be voted and tho additional conduit built from the reservoir to the distributive system, and the additional conduit from Cold Water Canyon to the reservoir, that tho peopb? of Ogden will receive such a reduction In insurance rules as will savo tho $100,000 In Insurance alone eery three and one half years. Some over predict that those carrying firo Insurance In Ogden would save the $100,000 every ear, but. as near as I can get the estimates, of the possible pos-sible rate reduction, the people would wivo the .100,0i.iii on an average every three or four years. This is such an Important item to the city that I ask for this matter your immediate and earnest consideration consider-ation and. that the recorder be Instructed In-structed to notify Mr. Iawry not to make his rpport on the resmvey of Ogden risks until after the bond election elec-tion on ' September t"th. I also recommend that tbe Firo Chief be Instructed immediately to prepare for alarm signals to be plven from tho fire station and elsewhere In case of fire anil upon the giving of such signals all lawn sprinkling must Btep, and Hint the same be drafted draf-ted into an ordinance! providing a suitable punishment for failure to stop sprinkling in case of fire. We beg to advise that under today's mall thero goes forward to San Francisco for presentation to the executive committee commit-tee a new report on conditions at Ogden Og-den In connection therewith our recommendations rec-ommendations for a reduction In rates. If the committee can see its way to consistently adopt our suggestion, sug-gestion, the work of publishing a new book of rates for Ogden will be taken up at once, and while as we believe you will appreciate it will tako a month or so to accomplish this. When published such rates will be dated to become effective sixty days prior to time of promulgation. It was found by our surveyors upon their recent Inspection that your new reservoir Is only partly tilled, and the old one Is empty. We have, however, how-ever, based our recommended percentage per-centage of credit upon the combined storage quantity of these two supplied. sup-plied. We were Informed that the new reservoir will be full within the course of a month or six weeks, and that tbe old reservoir will bo filled early next spring. Tho furvey contemplates the rigid enforcement en-forcement of building laws, explosive aiid combustible ordinance, and the strict adherence to National Electrical Electric-al code In all wiring. At the time of our representatives' vblt to the fire station only 55 pounds pressure was registered by the device installed at that place. This low pressure we were told was due to lawn sprinkling. It would Bt.em essential, therefore, that a suitable suit-able signal be sounded from the central cent-ral fire station for all alarms, at which times It shall be required that all sprinkling cease throughout the city. In our report the pressure has been treated as standard, and such condition we do not think can be depended de-pended upon unless reservoirs are Kept full at all times and ordinanco on tsuggested strictly enforced.
