Show Take New York's Business. Philadelphia and Montreal have passed New York as grain-exporting ports. In ocean freight facilities neither of these cities can approach New York. Tho St. Lawrence passage to Montreal is daqgerous at all times, and especially In tho winter. Philadelphia Phila-delphia has a long river channel instead in-stead of New York's protected bay opening directly on the ocean. Ocean freight rates are lower from New York. Because New York's port charges aro so high, because of Its excessive ex-cessive lighterage, wharfage, pilotage and elevator rates, and because of railroad rail-road freight rate discrimination continued con-tinued for a whole generation, the great business of grain exporting is being diverted elsewhere New York World. Smallest Railroad Chartered. Gov. Stuart of Pennsylvania has approved ap-proved the application for a charter for the Carrick & Baldwin Street Railway Company, a line which Is the smallest to bo chartered this year. It is to be Just 35-100 of a mllo In length. Tho capital is $6,000, with these ofllcers: F. K. Martin, Pittsburg; Pitts-burg; presldeut, J. C. Blly, P. K. Martin, Mar-tin, J. G. Evans, S, T.
