Show Commissioners pen letter An eight paragraph letter encouraging en-couraging county residents to pay their garbage bills as received monthly, until the final outcome of pending legal suits is announced, will be included in all billings mailed during the month of November. The letter signed by the Commission Chairman H. Grant Seaman, acknowledges the action in the Fifth Judicial Court against the special service district, filed to test the constitutionality con-stitutionality and validity of the district, but also recognizes the outcome out-come "may be some time away." "Because of these problems," the letter states, "payments by many residents have not been made as required and the Board of Iron County Commissioners would therefore encourage en-courage those persons living within the district to pay according to the bill received, pending a determination by the court of the pending litigation." At the request of Commissioner Jim Clark, the letter also states, "Those wishing to register their opposition may do so by making payment under protest, should this be their desire." The letter says the service district, which excludes incorporated towns and cities, was established primarily because of the need for a garbage collection system with increasing population, to better the general condition of the county concerning litter and dumping, and from the legal requirements imposed by state and federal regulations. "The service district as established requires residents within the district to be charged on a monthly fee basis for that service regardless of whether or not they use the garbage facilities. Therefore, you are encouraged to continue to use the facilities inasmuch as you must be billed for them by law," county residents are reminded via the letter. The commissioners closed by stating they are desirous of improving the service and solicit suggestions from recipients concerning the service. |
