There aro indications that Germany will be among tho first European countries to soolc advantage ad-vantage of an arrangement with America Ameri-ca to socuro minimum tariff rales under the terms of tho new tariff act which la expected lo bo passed at tho special session of congress, to follow closo upon tho adjournment of tho present regular reg-ular session, March 4lh next. Therefore, in order to secure what-ovcr what-ovcr advantages may be expected to follow tho application of minimum and maximum rates on exports to tho United Uni-ted States, it will bo necessary for tho foroign embassadors and ministers resident resi-dent in Washington to have arranged in ndvanco of that dato now treaty relations rela-tions with this government. In tho caso of some European countries a disposition dis-position has been shown to forestall action by iho American Congress and guard their own export trndo with America by considerably increasing their existingt tariff rates, with tho design de-sign of securing tho basis of new arrangements ar-rangements with America without sacrificing sacri-ficing to any considerable extent tho protection which thoy now enjoy against competition with American exports. ex-ports. So far as is known here, this is not yet true of Germany, and with this clement cle-ment of good faith in his overtures, tho German embassador is likely to meet with a cordial reception at the state department. |
