Show 210 accept early retirement from AFLC Directorate has provided the opportunity for the Directorate of Maintenance to reformulate its long-term decisions regarding work load and personnel utilization. The early out retirements retire-ments have not completely eliminated elimin-ated the need for the use of reduc-tion-in-force. However, reduc-tions-in-force in the next few months will affect only a few em-- em-- ployees at a time; and as a benefit of the early retirements, most employees em-ployees will be offered other positions posi-tions at equivalent grades or pay ContinuedPage 2 HILL AFB The Ogden Air Logistics Center Directorate of Maintenance achieved most of its goals as a result of the early out retirement program which concluded con-cluded on April 30. A total of 210 employees eligible for early retirement took advantage advan-tage of the opportunity and retired during April. The retirees included 46 supervisors and managers and 155 additional employees in a cross section of the Maintenance work force. As of January 17, the Directorate of Maintenance had 7,448 employees. em-ployees. As a result of increased attrition through voluntary retirements, retire-ments, reassignments and resignations, resigna-tions, the 201 early retirements brought the on-board strength of the organization down to 7,045 as of May 2. This is a total reduction of 403 people, which is only 79 less than required when the early out authority author-ity was requested. Employees who were at least age 50 with 20 years of service or any age with at least 25 years of service were eligible for early retirement. More than 1,600 employees were eligible, and roughly 20 percent took advantage of the opportunity. Normal retirement eligiblity is age 55 with at least 30 years of service or age 60 with at least 20 years of service. Employees who elected early retirement had their annuities reduced by two percent for each year under age 55. The average age of the early out reitrees was 53 , and they had an average of 2Vi years of federal service. There will be adjustments and significant sig-nificant on-the-job training to replace re-place the nearly 6,000 years of combined experience. However, the voluntary early out retirements have significantly reduced the possibility that management man-agement will have to use reduction-in-force involuntary separations to make the necessary adjustments in the skill balance of the work force Continued from Page 1 levels. Although the Directorate of Maintenance's work load varies based on yearly requirements, the overall character of the work load is undergoing significant shifts from manpower and labor intensive inten-sive efforts to high technology work involving computer software engineering support. This transition transi-tion will take place over a number . of years, and it will require a differ. rent skill mix and retraining of the current work force. While going through this transition transi-tion period, the directorate will scale down the size of the labor intensive work force using attrition to effect most of the reduction. Retraining Re-training into career fields where growth is projected will be accomplished accom-plished through competitive procedures proce-dures wherever current employees possess the basic skills, education and experience to successfully make the transition. The early retirements will provide pro-vide the opportunity to move current cur-rent employees from surplus occupations occu-pations to areas where the work load more adequately supports continued employment. Since the early retirement authority was approved there have been several work load projection adjustments which have affected the directorate's directo-rate's forecasts for specific skills. Efforts are now proceeding to move positions vacated as a result of the early retirements to more effectively utilize the authorza-tions. authorza-tions. Approximately 100 of the positions posi-tions were categorized as "overhead" "over-head" and most of these positions will not be refilled, but will be moved to "direct labor" areas. In addition, most of the supervisory and management positions will be restructured to nonsupervisory and filled as "direct labor." The Directorate of Maintenance will miss the many fine employees |
