Show Know Your Schools .... What About Our Building Program? .... Since the completion of the remodeling re-modeling and new addition to the Altamoot schools last summer little progress has been in evidence evi-dence on the proposed remodeling and additions to the Roosevelt Junior High, Roosevelt Elementary, Elemen-tary, Tabiona and Duche'sne High Schools', all of which were included includ-ed in the special building fund appropriation ap-propriation of the 1955 Legislature. Legisla-ture. Many people are wondering just what has happened to these projects and how soon some activity acti-vity on these might be evidenced. We shall try here to throw a little light on the subject. ' Actually there has been a lot of activity on these projects, but it has all' been around a table. There has not been a school board meeting since the appropriations were made that some problems relating, to these projects have not been a part of the agenda. In addition, two special board meetings meet-ings were devoted entirely to the building program. Then, what has been the delay? As you are aware the money for these building projects comes entirely from state funds! Because of this all aspects of the building program must meet with the official of-ficial approval of the State Board of Education and the State Building Build-ing Board. The following steps for example, must be followed in the planning stages of each project: proj-ect: 1 Authorization from both state agencies to employ an architect. archi-tect. 2 Approval of the architect e'm-(Continued e'm-(Continued on Back Page) , KNOW YOUR SCHOOLS . . . ' 4 Approval of the tentative ideas upon which the plans are to be developed. 5 Approval of the site upon which the building is to be built. 6 Approval of the preliminary drawings and specifications. 7 Authorization to proceed with the final plans and specifications. specifica-tions. 8 Approval of a bid opening date and authorization to advertise ad-vertise for bids. 9 Authorization to let a contract. con-tract. 10 Approval of the contract between be-tween the board and the general gen-eral contractor. While these steps are in progress pro-gress the plans are being developed. de-veloped. Numerous conferences with the architects must be held to develop the educational specifications, speci-fications, to discuss proposed economies, etc. From the time authorization' is received to proceed with a project proj-ect it would take several, months before construction could begin if all' went well. The Roosevelt Junior High School was the first one authorized. author-ized. The work of preparing the plans and going through the necessary ne-cessary formalities was speeded up on the project in hopes of an early fall bid opening. As you are probably aware the bids on this project far exceeded the estimates and a contract could not be let within the allocations. It was then necessary to begin almost at the beginning again with the project. The experience with the Junior High project made a devision of the plans for the Roosevelt Elementary Ele-mentary project advisable so that has caused additional delay. Last week in special session the board gave final approval to the completed plans and specifications for the two Roosevelt projects and the Tabiona project. As soon as the two state agencies approve these plans, bids will be called for. So it should not be many weeks now before work can get under- way on these buildings (if nothing noth-ing unforseen happens.) It is hoped that authorization to begin the planning for the remodelling re-modelling and additions to Duchesne Du-chesne High might soon be forthcoming. |
