They should follow my resignation with their own so that the public attention can be focused on the commission where it belongs. AGREEMENT AGREEMENT made this 27th day of March, 1984, by and between SUMMIT COUNTY, hereinafter referred to as "County", the SUMMIT COUNTY BOARD OF HEALTH DEPARTMENT, DEPART-MENT, hereinafter referred to as "Board," and FRANK SINGLETON, hereinafter referred to as "Singleton." WHEREAS, Singleton is employed by the Health Department as the Director of Health, and WHEREAS, the Board has requested the resignation of Singleton, and WHEREAS, the parties want to mutually resolve the issue of resignation, NOW, THEREFORE, the parties agree as follows: 1. Singleton shall offer his resignation as Director of Health, effective ef-fective June 30, 1984. 2. That from the date hereof untjl the effective date of Singleton's resignation, Singleton shall continue as Director of Health with all of the rights and responsibilities of that position. 3. The parties agree that the basis for Singleton's resignation is policy differences between the various parties. par-ties. Singleton has acted properly as the Director of Health, and has not engaged in any malfeasance, misfeasance or nonfeasance during his tenure as Health Director. 4. The County and Board agree to give a favorable recommendation to ? any prospective employers;' whd con- r tact the County and Board regarding ') Singleton's employment as Director of Health. I 5. Subject to the County and the I Board fully complying with the terms of this Agreement, Singleton agrees not to initiate any claim, demand, ac- tion, or cause of action against the I County andor the Board andor any of the employees or officials of the Coun- ty andor the Board. However, I must comment on the anonymous Board of Health sources in last week's front page story. Why is the Park Record allowing unattributed remarks to be printed? If board members mem-bers wish to make statements, make them use their names or refuse to print their innuendoes. I would appreciate it if you would print the short text of the agreement I signed with the Board of Health and the County Commissioners at the end of this letter as an aid to correct possible erroneous impressions left by both the article and the letter to the editor by Dr. Winn. One does not agree to such a document and then imply other "differences" were present. , Insofar as my so-called policy disagreements with the Board of Health and the Commissioners are concerned, let me make it clear that it was the inability of the commission to grasp even the rudimentary principles of public administration combined with a weak Board of Health which led to this clumsy action. The fact is the commission demanded my dismissal on March 21, 1984 and threatened the board with dissolution if they did not comply. The commission's threat was hollow because the board is created by statute, but nonetheless the board folded under pressure. No policy issues were even discussed with me by either the board or the commission and their actions were improper and illegal. I am leaving, although it is clear I could fight this ac- |
