Developers shall pay a fee equal to three percent (3) of the construction con-struction bid price (as approved ap-proved by the City Engineer) for the City's inspection in-spection services on all non-structural public improvements, im-provements, including streets, curb and gutter, sidewalks, water and sewer lines, storm drainage, and all other non-structural Improvements, Im-provements, as defined In Chapter 4 of the Uniform Building Code. All such improvements shall be built to City standards as adopted by ordinance. In projects with private street systems, so that City inspection is limited to water, sewer, storm drainage and other Improvements, Im-provements, but not the streets, the Inspection fee shall be one and one half percent (1V4) of the approved ap-proved construction bid price. Private road systems must be constructed con-structed to City standards. At the option of the City, the construction inspection inspec-tion fee may be based on ... an actual time and. materials and overhead basis, and billed monthly to the developer. This option op-tion shall be used where the nature of the improvements im-provements is such that the percentage rate is not reasonably reflective of the actual costs, or when actual cost billing better serves the City's needs.
