Brothers Held After Francis Assault Two Francis men are in the Summit County jail this week following an assault on a another Francis man late Tuesday night. Summit. County Attorney Bob Adkins said Timothy and Thomas Higgins, two brothers who had lived in the area for several months, have been charged with burglary and aggravated assault. Adkins says bail has been set at $10,000 each. The county attorney said the brothers, each in their 40s, were living under assumed names in Francis and evidently purportedly held a grudge against their alleged victim, John Hailing. The two men are accused of breaking into Halling's and holding a gun to his hand before allegedly breaking break-ing his nose Adkins said.
