Loble Sorry For Letter Park City water users will receive yet another letter from City Manager Arlene Loble along with their utility bill this month. The letter apologizes for a letter sent out last month that indicated all water users in Park City were behind in their payment. Loble said the problem that caused a rash of angry calls to city hall can be blamed on the omission of the word "if" in the former letter. Last month's letter read "Dear Park City water user: Your water bill is in arrears. If partial payment is not made by the first of December your past due balance will be subject to a finance charge." Loble said the letter should have read "if your water bill is in arrears". In the current letter, the city manager asks all residents resi-dents to ' ' accept my personal apology' for the earlier letter.
