London, Dee 31 The Dally Chronicle Chron-icle In an editorial lamenting the British government s refusal to participate par-ticipate In the Panama Pacific Expo sition. which has provoked baseless reports of an Anglo-German agreement agree-ment to wage war on American com merce, asserts that the only agreement agree-ment between London and Berlon relative to the exposition was an un derstandlng that each government should acquaint the other if it intend ed to participate With reference to the Anglo-Ger-man rumors, the Chronicle emphatl cally denies that any meeting be tween Sir Edward Grey, the British foreign secretary and the Imperial Herman chancellor. Dr. Von Beth mnnn-Holweg occurred as alleged In November 1912. It says that the whole story Is "mere moonshine." and believes that when the subject Is brought before parliament sufficient pressure will be exercised to induce the government to revise Its decision. de-cision.
