Show WALDO WALKS OUTJFJFFICE Police Commissioner of New York Removed by Mayor For "Insubordination." New York. Dec 31 Rhinelander Waldo, for nearly four years police commissioner of New York, walked out of headquarters today. In a letter let-ter to Mayor Kline, he said: "It appears to be the desire of the Incoming administration not to appoint ap-point a commissioner, but to have an acting commissioner appointed by me. remain in charge of the department. I will not be a party to this plan." Mayor Kline settled the police situation sit-uation lor the time being by appointing appoint-ing Douglas I McKay.
