The charges wero made by Francis J. Lowe of New York, who read an affidavit made by a former confidential clerk of the bureau. Mr Low, representing a nunibor of export merchants of Now York, immediately im-mediately following a speech by P. Austin, chief of the bureau of statistics, statis-tics, announced that the exporters of I New York wanted to know whether tho bureau still was Issuing misleading mislead-ing statements on the export trade of the United States.
