One of the most bitter contests in the history of the National Education association, which, if 'successful, will reorganize the big teacher organization. Is scheduled for the San Francisco convention which opens a week from Saturday. It will be a fight against the "old order," led by the combined forces of the teachers of Illinois and New York It will be a test of strength between the "old guard" and the "Insurgents" which has been quietly planned for a year. The gauge of the battle was thrown down yesterday when the plans of the teachers of Chicago and Illinois for attending tho convention were announced. an-nounced. Tho vanguard of the Illinois delegation will leave for San Francisco next Friday night on a special train. As a part of the train, two special coaches bearing the delegates of the New York teachers, allies ln tho proposed pro-posed fight, will make the trip. The main issue, and the one which Is expected to bring up tho most strenuous opposition, Is the proposal to abolish the national council. It Is vested with tho power of recommending recommend-ing appropriations and providing for expenditure of funds.
