This "idealistic" approach fails to consider natural increases in usage by present consumers, and the establishment of new households as new families are established. A second alternative would, force new users to pay for the cost of new sources of power, while previous customers enjoy their old (low) rates. The cooperative spirit dictates, however, that we have an obligation to serve all customers, whether or not they can be proven "cost effective." Any "new" power is expensive, but why should a new neighbor be required to go without or pay the total new cost while we enjoy the lower rate. The attitude that "we got ours, so let everyone else fend for themselves," cannot be part of the cooperative concept. There is no viable alternative, except perhaps to encourage frugality, conservation and wise use to keep costs down as much as possible. Garkane is dedicated to this goal. |
