The Purpose of this Scoping Document The Forest service is proposing to construct a new one-half mile trail to better access a newly acquired parcel of Forest Service managed lands locally known as Lightning Ridge. This document is to inform you that the Ogden Ranger District is initiating an environmental analysis to assess the impact of this development. The site is located in the Monte Cristo area east of Huntsville, Utah along State Highway 39. This trail can be found in the NW1/4 of Section 3 and into the NE1/4 of Section 4, T.7N., R4E., SLM., Weber County, Utah (Vicinity Map attached). We would like to hear of your comments, concerns, and suggestions regarding this proposed nonmotorized trail on the Ogden Ranger District, Wasatch-Cache National Forest. What is Being Proposed? The proposal is to construct a new non-motorized trail along a re-located public easement across a corner of private property owned by Deseret Land and Livestock (Deseret) to better access National Forest Lands along Lightning Ridge. This trail would extend from the gate on Forest Service Road # 072, at the boundary of private and public lands, towards the southwest where it would meet the existing Bear Hollow trail. This single-track trail will be approximately one-half mile in length, constructed using mechanized equipment, and managed strictly for non-motorized recreation. Access barriers will also be construct- Why are we proposing this project? The existing public easement to access public land is along Deseret’s main access road on private property. Deseret has had a long history of trespass problems with hunters not knowing where private vs. public land is along this access road. Upon acquiring the parcel adjacent to the Deseret land during the Snowbasin Land exchange, the problems were compounded. Users are traveling around the private land by using a narrow, steep user-created trail that doesn’t meet Forest Service trail standards, is hazardous to users, and is causing resource damage. The proposed new one-half mile trail will provide necessary non-motorized trail access to the public land and minimize potential for trespass issues. As a result of the analysis, a decision will be made whether or not to authorize the use of this National Forest site for the proposed purpose. If yes, the decision will include: • Determine the location and scope of this constructed trail. • Determine how future management for this trail will occur. • Determine any short or long-term environmental mitigation necessary to protect the area.
