Show THE OGDEN VALLEY NEWS Volume VI, Issue III Page 19 May 15, 2002 Monte Cristo Peak Radio Site-Weber County Proposal The Purpose of this Scoping Document Weber County has submitted an application for a public safety communication site near the summit of Monte Cristo Peak. This document is to inform you that the Ogden Ranger District is initiating an environmental analysis to assess the impact of this development. The site is located near State Highway 39 in the N 1/2, NE 1/4. Section 20, T.8N., R4E., SLM., Weber County, Utah (Vicinity Map attached). We would like to hear of your comments, concerns, and suggestions regarding this proposed development at this site on the Wasatch-Cache National Forest, Ogden Ranger District. What is Being Proposed? The proposal is to construct a new single-use communication site with one 20’ tower and cement foundation associated with a 12’ x 20’ concrete aggregate equipment building. An existing road to the site will be reconstructed for administrative use only and a gate will be installed to restrict unauthorized motorized access. Solar panels and batteries will be the main source of power but a generator will be used when necessary. Total effected area of this project will be less than two acres including the access road. The site will be used exclusively for public safety radio needs. No other commercial use will be authorized. What is the Decision to be made? As a result of the analysis, a decision will be made whether or not to authorize the use of this National Forest site for the proposed purpose. If yes, the decision will include: Why are we proposing this project? • Determine the size and scope of constructed facilities at this site. • Determine how the Site Development Plan will be describe future management for this site. • Determine any short or long-term mitigation necessary to protect the location. The need for improved public safety communications in case of emergencies has been identified by Weber and adjoining Counties. Weber Counties new 800 megahertz frequency communication network would be improved for Weber, Cache, and Rich counties by this additional communication site. Because of the mountainous terrain in this area, radio coverage can only be improved by locating the repeater towers on a nearby mountaintop and broadcasting back into the valleys. The site will provide critical communication link between counties during emergencies (search & rescues and other law enforcement actions). Preliminary Issues 1. Any adverse effects to the environment at this location and the surrounding area (water quality, wildlife, vegetation). 2. The impact to the scenic values along State Highway 39, a State Scenic Byway. 3. Enforcement of violations such as vandalism and unauthorized use of the access road. lay er yPs t a W Da When Do We Need Your Response? The Ogden District Ranger, Ruth Monahan, is the official responsible for making the decision whether or not to authorize the proposed use, and if so, at what level. The decision would be implemented during the summer of 2002. We want to hear from you . . . We welcome any comments, in person, by phone or in the mail.
